Kissing is also a climactic event in anime, not something that happens incidentally and without anyone calling attention to it.

In the books Renly and Loras were paragons of manhood, handsome and accomplished tourney knights, all women wanted them, even if they weren't actually good at war due to being unexperienced. Their relationship formed a part of their motivation, but it was mostly subtext and only became clear after you've read into it. In the show they're complete numales who are afraid of blood, and Loras prefers speaking about frilly dresses rather than knighthood. And they perform a blowjob in like their second scene together.
