Not just development, bu characterization in general

For example, Catelyn hating Jon Snow goes against her entire personality, and given the relationship she and Ned have, it doesn't make sense that he has not told her the truth about him.

Likewise, Tywin hates Tyrion, but other than that, he's an extremely calculated person who does not act on impulse or sensation. Even if he did resent the fact that his wife died because of him, a rational person like him would not hold a grudge like that for 20 years.
