Anakin grew up on Tatooine and had previously interacted with sand people before, so he called them "children" because he still saw them as retaining some kind of humanity. There was an entire chapter in The Phantom Menace novel where he helps an injured sand person and when the rest of the tribe comes and sees what he's done, they spare Anakin as opposed to murdering him.
