Well one other reason is if it is true. Which it is. You can easily find studies and research supporting it. That doesn't excuse someone from doing crimes but it's still true that they would be less likely to commit crimes if they weren't in poverty, and that the poverty might have pushed them in that direction. Desperation etc.

Human agency is what makes it against the law regardless of those excuses. Being responsible for your actions in a bad situation doesn't remove the fact that a bad situation might've influenced you to make those actions. It's true that poverty leads to more crimes but it isn't an excuse that removes consequences.

They aren't mutually exclusive. I believe all people have to take responsibility for their actions, but that their circumstances might affect their actions and decisions. The circumstances doesn't make the decisions for the person or removes their agency.

If someone steals bread to feed their family, they have commited a crime. If they had an income then the odds are that they wouldn't have as big of a motivation to do so (but they might still steal it anyway). So one way to improve the breadstealing problem is to have more alternate ways for them to feed their family aside from stealing. I'm not saying that stealing was their only choice or that it is excusable, but for most people the motivation to steal could be reduced by giving them better access to more legal alternatives.

A. Keep sending breadstealers to jail
B. Excuse breadstealers and let them go
C. Try to improve the conditions and arrest those that still steal.
