He had time to not make it a shitty adaptation that required overuse of cgi.

It isn't Jackson's fault though. If he had proper pre-production time then he would have had a better idea of what he needed for the movie and likely could have shaved down the budget. Instead their were either sets and props built with no idea what they were for or there were no props and set prepared and thus they were forced to use CGI when it could have been cheaper not to. The poor planning also meant that they would go over schedule and at one point they had to halt production to figure out what the fuck to do, especially when the studio forced them to make it a trilogy.
