Why? The performances were great all around, even Val fucking Kilmer had a great performance.

Combine that with god tier sound design/cinematography/blocking/action set pieces/atmosphere and you get a true undeniable kino.

Pacino himself confirmed it multiple times, but Mann wasn't trying to bring any arguments about the use of "le drugs" which would only distract from the actual narrative so there are no actual scenes of him snorting coke.
Also Pacino is yelling in pretty much all of his roles, hardly an argument.
