The novelization had Joker left in his cell at arkham the entire time Gotham was under seige. Bane anf his group purposefully left him in there because he is too unpredictable. His only mention is when they light the massive Batman logo that he begins doing his Joker cackle so loud and uncontrollably that it echoes throughout the halls of Arkham

No they wouldn't have bought him back because he wouldn't have had anything substantial to do. TDKR story had a purpose and it fulfilled it (made the story come full circle). Bringing back the Joker would have been bad writing and they knew it
