What they do is limit offensive action by self-restraint in trade for (goal), but they are obsolete when not fighting enemies who RECIPROCATE.

There is no moral obligation to an enemy. What remains is useful choice. For example you cannot benefit from taking Islamic State or similar prisoners because they will never reform and will immediately have TOTAL shelter under law, but you can shoot every enemy who are forward of the LOA (Line Of Advance) as a precaution against worn IEDs and playing possum.
