Nah, highest ever was 18 million. Which, considering that it's the most popular sitcom on television at the moment AND the population is much higher then it's really nothing. Keep in mind that the Simpsons was once considered edgy and counter culture. The more mainstream sitcoms were pulling double those numbers easily.

People just don't watch television any more, or at least not in the unifying massive numbers they used to. Even Game of Thrones, which is probably by far the most 'in' thing at the moment gets only 10 million. Compare that to the MASH finale, which got 110 million viewers. Almost half the entire country was watching the same programme at the same time. Outside of football that just doesn't happen today.

The only thing I can think of from before is the baseball episode, which is so central to the narrative I wouldn't include it as part of the ep. Prior to my example, when did they ever just get celebs to play themselves? Hoffman played Lisa's substitute, Grammer was Sideshow Bob. But when did they do the "Hey, kids, it's Mickey Rooney" with no context prior to that?
