A big problem with NASA as an administration is that its now a giany fucking bureaucracy with more people in management than scientists. As an organization they can't be the risk-takers they used to be in the early days of the program.

I think that's going to be the lynch pin. Bring down the cost of getting into LEO, get people up there looking down on a regular basis and you start to slowly shift the consciousness of the species into one that doesn't see staying on the ground as the only option.
