I think about this a lot actually. I think it would be a lot like G4 but without most of the video game stuff, mixed with a little bit of modern Adult Swim.

It would go off the air for half an hour every night at 2 am, with honest to god test patterns. I'd rerun classic 1960s/70s TV shows, but digitally add nudity and cuss words. There'd be a live talk show where all the seats were mic'd so any and all farts were audible. Find the oldest, most senile show-biz Jew to host it.
I'd hire Steve Whitmire to make children's programming starting with a puppet show titled "The Hansons," where four lazy, rich kids never seem able to live up to their deceased father. At least two cartoons made by formerly talented Newgrounds animators. Buy the rights to The Legend of Calamity Jane and Cybersix and run those too.
