Because one event taking place doesn't imply it's gonna repeat. You can get royal flush or win a lottery but good luck doing that consistently. These are random event so they are clear examples where slippery slope would be a fallacy. To see if it isn't you have to look at the causes, why do they want to increase the tax? Because they want more money. Will they want more money in the future? Taxation rate (at least for people & small companies) has been increasing for a long time, so probably yes. Does the event makes future repetition easier? Yes, taxing Netflix decreases their revenue, thus decreasing their bargain power when lobbying.

The dynamics have changed since Netflix started it's war with cable companies. Netflix has now because more of an auxiliary for cable companies like comcast where their content survives because of netflix.

it's all politics and backroom deals. Netflix did something behind the scenes that made cable companies back off their original approach otherwise FCC would have changed the rules already.

I think they're also worried about more government oversight since they already reclassified broadband. I have a feeling they're going to try and wait it out because they don't want more rules put on them accidentally that costs them more money.

Every time cable has tried to fight government, it has led to their monopoly being more regulated and not less.

If they push too hard, outsiders will push for anti-trust against big megacorps that own internet pipes.
