Just my two cents..

Casino has some amazing storytelling and use of music, but isn't as cohesive as Goodfellas. Goodfellas strikes that balance between great individual scenes and an all encompassing story. Little things happen here and there in Goodfellas that have consequences later on in the main plot. Casino builds all this heat between Ace and Nicky, but many of the great scenes happen outside of this relationship. Take the Charlie M scene:

Fantastic scene, shows how much of a tough guy bad ass Nicky is. Did it ever really lead anywhere? Not really. Nicky has been shown to be a no-shit taking kind of guy multiple times before this scene and it really only serves as a interesting side story.

The Spider and Funny Guy scene from Goodfellas has a different feel in relation to the story. It establishes what a complete whack job Tommy can be. Of course, Tommy plays it off like an act in the Funny Guy scene, but we realize it's not a charade after he murders Spider. Same joking attitude, same intimidating attitude, different outcomes.
