Only in the old EU. Most of the soldiers in the Empire were Imperial Army troopers garrisoning worlds and bases. Stormtroopers were mainly on board Star Destroyers and important facilities like the Death Star.

Depends on what they were good at.
And those were the Clone Troopers.
By the time the Republic became an Empire, there were no threats such as Jedi.
So Stormtroopers mostly were on Guard Duty.

They're probably elite in the broader sense, like the SS or the "national guard" in some Arab countries.

You need to give soldiers something to do other than sit on their asses, so they get used for lots of menial labor because it's a better use of manpower than having civilians all over the place.

SS or Republican Guard is probably the closest equivalent. The government can't directly trust the armies, so instead they have their own parallel army corps that are more indoctrinated, better equipped etc.

Stormtroopers were supposed to be the elite of the army, the diehard true believers and real nasty pieces of work. Over time our exposure primarily to Stormtroopers has made society think they're the only sort of soldier the Empire has, which is why they went from "cream of the crop" to "bog standard discount soldiers."
