There are no film masters of old Simpsons episodes so it'll never be true HD. Just upscales of the old master tapes.

Best to stick with the DVDs.

If I were to start watching The Simpsons from season 1 tomorrow, which season should I stop at before it becomes absolutely awful?

Stop at Season 9. There are a few episodes after worth watching, but that's where most people say to end it.
