Because the 80s and 90s were the closes to true equality. It truly was a time when one was judged by their merits. Carl Weather wasn't an ACTOR OF COLOR, he was an action movie star and a big guy. Yeah he was black but he never played "the black guy" and the movies weren't written to require him being black. His character wasn't black in any way, the actor just happened to be.

In 2017 it would be a statement to cast him, regardless what the actor himself thought.

Because the way it worked in movies back then was both men coming together, recognising their similarities and accepting their differences while working together/competitively toward a goal. Now it's about denying the differences and having the black guy triumph over the white man, and there's no goal. The give and take is gone, the "something greater" is gone, and the filmmakers are more interested in screaming FUCK YOU RACISTS than showing an idealised positive relationship between races.
