Pretty sure that Tatooine isn't official Empire territory.

They can come and go as they please, and act as an occupying force, but that's it.

It's the same as asking why American soldiers don't just take Afghani drug lords out of power; they could, but it's too much work, and would just destabilize things more than they already are.
