That was post-hoc reasoning to make his accession to the throne look like less of a violent coup. Robert won the throne by conquest, and to make him look more legitimate, a bunch of people decided that since he had Targ blood, it gave him a more valid claim. It's not why he decided to take power in the first place; he didn't really give a shit about the "rightful heir."

And because of Robert's conquest, Stannis's claim was just as valid as any Targ before Robert. Conquest is how they got to be in power in the first place. Then they lost their power, which means that Dany has zero legitimate claim to the throne. That's what Jon Snow reminded her of, and she must realize it herself, given all her autistic screeching about conquest and dragons.
