Because it makes more sense to have a movie about The Flash being a rookie fucking up time travel versus being a seasoned vet fucking it up. It also establishes why Flash can't fix everyone's problems with just time travel jutsu. It's also a clever way to cover his origin story without having to be an origin movie.
