Dinklage the actor seems to be of high social intelligence. I can't confirm this having never even met him.

Of course, Tyrion is just a character in a show, but I think that as a person Dinklage's wits are far from slow.

Yeah the show has no sense of subtlety. The books had a similar message, but they didn't have him hold speeches about it.

He hasn't had a good scene since the trial in season 4 so I stopped liking the character and actor entirely.
