Even despot dictators don't sit down and cackle about their dastardly plans and how they foiled the day. They legit believe that the ends justify the means.

Like with capeshit for example, it's hard to ever feel the threat when you already know that the good guy will win, and that in the end they were morally and intellectually better than generic bad guy #3219

I think of Se7en for a positive example of this. John Doe is shown to be one step ahead of the detectives the whole time at the end, and he ultimately wins his game, and gets exactly what he wants.

It's not necessarily an edgy "bad guy wins", it's more that when a movie actually kind of admits that maybe the good guy doesn't always have to be the smartest guy in the room.

God, 70's-80's buddy cop movies are so comfy. I think what I love the most about them is that sort of casual relationship between the cops and the criminals. There were these guys who got busted for small stuff all the time, but it wasn't really a biggies since it was just a couple of weeks in jail. While the main bad guy was a complete psycho or an unfeeling monster, the rest of society's dregs were usually still portrayed as human.
