If they're going to make a Metal Gear film then they should start with the MSX games or even MGS3. MGS has a bunch of villains that only work well in the games because of the gameplay mechanics they bring to a boss fight. They're uninteresting as actual characters unless you want to force the audience to sit through a lengthy monologue every time one of them dies like you do in the games.
