Why did the"perimeter keep getting smaller"when they had 400,000 soldier on the beach? Not really a movie question but maybe a history question.

To my knowledge, the film starts rolling at the last couple days of the evacuation, which makes sense because there's only a small number of French soldiers on the pier. What happened is that the French soldiers were given preference in evacuation order, as most were evacuated before the British started being evacuated. Meanwhile, the French 1st Army were the ones doing the rearguard action, holding the line until the very last minute when the remaining 40,000 surrendered. By that point, the evacuations were complete and all the soldiers that didn't drown were on British soil.
