When I see stuff made by people my age I get upset that I don't have their creative drive or upbringing. Decide WHAT you want to do and actually do it. To help with that part, you need to think about what you need to accomplish that goal and if you can reasonably do it.

If you want to make a movie, you need to write, get equipment, actors, learn to shoot, etc

If you want to make a vidya, you need to program, have ideas, do art, sound etc, or hire people to do those things for you

Start by making a system of daily routines to follow. The absolute hardest part is building the habit of doing these routines without fail. Tell other people (maybe mom?) that you're doing this so that you'll feel shame if you don't. Close your computer. Get out of the house and work in a different environment (you will associate that place with work like you currently associate your room with loafing around). These are just tips.

All you really need is to hold on to your dream. If you don't believe in your dream, you will soon lose the will to keep going.
