There are no limits (except the story must be at least 1 word long, and preferably not in excess of 10,000, it's short fiction you fuck).

<Doesn't surprise me. David Tennant and Russell T Davies made the show a roaring success but since they left the viewer ratings have halved and the show has gone steadily downhill. The scripts became ridiculous and replete with political correctness in lieu of decent stories to the point where they became unwatchable. Matt Smith and Peter Capaldi are decent enough actors but that's no substitute for well-written stories and production. The same thing happened to the original series and we all know what happened there.

It's edited in because they didn't want people to know the shoot was for Doctor Who, so they didn't have a massive blue TARDIS prop on location.
When it came to editing in the TARDIS in post, they still wanted to keep the trailer as secret as possible, so they likely didn't get a proper VFX team to do it.
The exact same thing happened with Matt Smith's first photos for the role of the Doctor, they just had him pose for images, and shopped the TARDIS in later. Even the photographer didn't know he was taking photos for Doctor Who.

Like I said, secrecy forced them to have as few people in on it as possible. To stay conspicuous, I doubt Moffat, or any execs had anything to do with the photo session, because their names would make it obvious it was Doctor Who related. I'll provide more background in this regard. Others are talking etymology of the word race, but I think you are more concerned with the concept of it all, even if the word had not been coined yet.
