I don't see how people can say otherwise, just look at OP's pic. It's way too good to be anything else but two actors. No way a 90's tv show had compositing effects that good, films were just barely getting that good.

They didn't. Look at every time Phoebe is on screen with Ursula. The footage is noticeably distorted.
