Pretty much. They just have no idea what to do with him. They briefly put him in charge of CatCo last year and that didn't work out. They turned him into a non-powered vigilante and it kind of worked out about a third of the time(in a city with Supergirl he has pretty much nothing to do, I mean there is a great story there of him trying to fight crime and then using his newspaper/website to push for social change and improvements but they aren't going that way yet).

It feels like they had a plan but the actor, the network and the character just didn't work out for it. They honestly shouldn't have used Jimmy Olsen, maybe make him Lois' very distant cousin or some other friend of Supermans, making him Jimmy Olsen locked him into too much of a role no matter how much they try to move him out of it.
