I like it too, it's one of my favorite kid movies. It's great. Hades is one of Disney's best villains.

It actually is popular, because it's Disney. The reason it seems underrated or underappreciated or whatever, is because it's overshadowed by other Disney movies with bigger fanbases/marketing/mass appeal, like Finding Nemo, Frozen, or Toy Story.

I think that's my main issue with Disney in the 90s: it's essentially taking x culture (arabic, greek, chinese...) and making a dried up Vegas version of it.
