What was the point of the boat tunnel scene? Its always seemed odd and out of place to me.

It was a test. The children had all had contact with Slugworth, and Wonka was trying to rile them up. Anyone who went through that and wasn't really in it for the prizes, prizes pruh-zizes might run screaming from the building or otherwise crack. Additionally, it was to put the parents off their game, if they were in on it.
Basically, through the movie all the kids get taken out one by one via their own character-flaws, but this was the first think and it hit them all at once.
Asking why this scene in the movie is like asking why the fat kid got sucked into a pipe or the spoiled girl was incinerated.
