no it was just a prank. it was established that the new york families didnt like jokes with the near war because of Ralphies mole joke about Jinny. Vito was the prankster of the group and even told everyone when he was at the club that it was just a prank, but Phil got fucked in the ass while he was in prison and still sore and killed Vito the jokemeister anyway.
