This was not the premise. They established power returner device in the first episode. "No guns" was never the premise at all.

I found the lead actress extremely attractive, she's the reason I didn't drop it.

It came up a few times in season 1 that ammunition was scarce and that's why they had to start using swords. Towards the end of s1 they're in a full blown war with automatic weapons so it's not a stretch to say that angle was introduced and discarded.
You can explain it away too, that there was still good ammo available to the Militia but that they hoarded it for later.
