Midsomer Murders, the TV series, each episode is 90 minutes with a new cast except for the detectives. Seasons 1-13 are excellent, and season 1 is pure Murderkino based on the Inspector Barnaby novels by Caroline Graham.

I haven't seen the one you mentioned, but TV series have the advantage in this respect (don't forget movies used to be 89 minutes), they can stretch out developing the main characters over the series and devote more time to the lives of the people involved with the murderer whereas movies have to get everything out in the time allotted and can't stretch it over multiple movies (yeah, yeah, sequels, but that doesn't usually happen with murder mysteries unless they cover different cases).

I watched Cardinal recently, which is a Canadian TV show with one season of 6 episodes. It's not so much a mystery, but it's surprisingly well done and good at creating tension. Great cast too.
