Pretty sure I've figured out the fireman, /tv/.

He exists to extinguish the Black Lodge. There's a reason the lodges have colour, while his house is black and white. The Lodge has FIRE (giving it that red colour), and his one doesn't.

This also explains why the Fireman's house has so much reliance on technology (the transformers, the pipe thing that Laura went through, the gramophone.) The Lodge on the other hand is completely devoid of any machinery, it doesn't rely on a gramophone to play diagetic music, for example. Because the lodge has FIRE, its magical prowess and control of spacetime is far larger than the Fireman's shitty home.

Whether FIRE is inherently bad or not is up for discussion, but it's pretty obvious that the Fireman is out there to "extinguish" the Lodge.
