He definitely wasn't the only one able to do it. He was the only one pure and innocent enough that wouldn't be seduced by its power (Actually in the books the other person that wouldn't be corrupted by it was Tom Bombadil because he didn't care about anything other than singing songs and chasing river bitches). Gandalf and Galadriel would have become unstoppable forces of pure power. The men, elves and dwarves would have used it to build their empires, control their armies and wage war.

Sort of, the only reason Frodo and Bilbo were allowed in was because they were with the elves and Gandalf.

Men were never allowed but could see it, after the Numenoreans invaded the undying lands and actually landed on them they were BTFO and forbidden from coming back

Frodo volunteered to take the ring because he is aware that it is his responsibility since he inherited it. He really just wants to go home and let everyone else worry about it but his nature will not let him pass his burden onto someone else.
