The very fact that I, a lowly civilian, am allowed to own a weapon most certainly does correlate with the crime rate. During FBI interviews 9/10 criminals have said they wouldn't even mess with a home/victim they suspected of being armed. Also it's worth noting that cities/states that have liberal gun laws have far lower violent crime rates than places that are more restrictive. Go in to a loud bar and throw a couple of beer mugs around and see if anyone notice. A gun with a silencer is just as loud as that and even louder.

It's louder than a nail gun, which is usually around 105-110 db peaks, a silenced 9mm is about 115 - 120 db peak (imagine hitting a drum snare full force, though a drum snare have more low end so it seems louder) depending on ammo, a unsilenced 9mm is around 145-150 db peak.

For reference, loud crowd chatter is around 85-95 db.

People would notice, people would turn their heads and see the gun, people would panic.

they use earmuffs with microphones on them. (they are pretty much heavy duty headphones) It records what sound there is on the outside of the headphones and play it back on the inside. I'm not sure how they work, but I guess there's some sort of really short latency ( 2-3 milliseconds) on the sound and a inbuilt limiter that clips any really loud sound.

Besides, headphones dont come close to having the same output as a gun right next to you.

Only cons with them is that the mics are pretty shit at differentiating between low sounds and medium so everything in that range becomes smoshed together.
