You need to run a successful business that brings in customers and targets. More customers will make it more difficult to conceal your actions, but a well run hotel will bring in higher value targets and more cash to improve the facilities for both "personal" and guest usage.

Why not just run a clean hotel or seldom kill people?

On top of managing the hotel, you've got a blood lust "meter" to satisfy. If you go too long without kill or your kills aren't stimulating enough then you'll snap, go on a rampage and get taken out by police. As the meter rises, you'll make people suspicious and uneasy, suffering penalties to your dealings and reputation.

Different guests carry boons and penalties to their being targeted. A transient type will be easier to make a quiet kill of, but won't be too satisfying. A visiting celebrity would be worth a lot, but be an extremely high risk.

If you snatch too many people/get sloppy, criminal investigators may come snooping around and although it's technically possible to kill and hide one, a dead officer could just as well trigger a raid.

An investigative reporter might catch a scent and while killing them is less risky than offing police, lending yourself to bad press in the first place damages your profitability.

You need to manage/fire/kill staff:
A baggage boy who sees the wrong thing will probably run away and inform the police, but if you're charismatic, you might be able to gaslight/hypnotize/manipulate someone into ignoring glaring/suspicious signs.

If you get lucky, you might be able to identify an employee whom you may turn into an accomplice. They can take care of some of the bloodier work for you and if they're loyal/brainwashed enough, and everything goes wrong, you might be able to pin a murder on them instead of yourself.

Missing persons data is readily available. Almost all of those cases are closed immediately with the person being found alive. Most of the rest are runaways and parental abductions. I doubt many of the rest are homicide victims.

With modern mass surveillance and forensics and other law enforcement techniques the idea that the rest are killed by genius master serial killers is a joke. Serial killers abound in fiction but are rare in real life.

A long drawn out kill on something painful and elaborate might generate a lot of noise and require soundproofing (and the expense of workers who keep quiet, doing it yourself, or tidying up then hoping a normal crew doesn't get too suspicious), but you could make a low risk/low reward kill last a lot longer.

A successful hotel would allow you to buy new and interesting methods of murder and torture. At the beginning you might just be strangling people or cutting throats in a modest if not run down motel, but by late game, perhaps you've got a posh and lively 5-star resort/hotel that sees an international audience (and thus higher reward transients) as well as celebrities and politicians, but down in the basement, you've got a fully decked out SAW-esque puzzle room, monitoring systems in every room, a dozen active collaborators with their own quirks and like-minded sorts engaging in human trafficking with you, a kitchen that serves long pig and so on.

Full of references to real and fictional killers/victims. Maybe a potential chef with a dear love of fava bean with a nice chianti will apply.
