There's literally more time spent DETECTING and maneuvering legality and morality in The Dark Knight than there is punching clowns while dressed as a bat.
You've got your moral ambiguity, your drama involving law enforcement, your muted color pallets and (relatively) minimalist settings and musical cues, TDK literally couldn't be more Noir unless it ejected Batman entirely.

I mean sure, The Long Goodbye it ain't, but it's one of the best examples of modern Noir out there today

Now we're jumping into the realm of opinion. You can argue about how effective Nolan was, but film Noir was very clearly a huge influence in his Batman trilogy, especially in the first two.

And also probably far and a way a better example of it than the upcoming Snyderverse Batman movie will probably be, where they'll make the exact same mistakes almost everyone else in this thread has made, which is mistaking "Film Noir" for "Art Deco", and Batman for some SUPER SRS TORTURED SOUL who has to punch goons SUPER HARD because HIS PARENTS ARE DEAD.

Again, we could argue about how well Nolan pulled it off, but all the elements were there; the Art Deco ambiance, the muted tones, the amorphous morality, the hero going viglante and subsequently questioning his decisions, the femme fetale, the burocracy, the courtroom scenes, it's all there.

Snyderverse Batman is just gonna have a guy brooding in the rain when he's not punching dudes or doing "Detective work" (read: staring pensively at his 72 screens)

At the end it turns out that while batman was solving riddler's riddle path, he was setting up a plan that is executed when he solves riddlers final riddle. You can have it seem like batman is cracking, which, assuming its a prequel, sort of sets up his paranoia towards superman.
