I'd finance an Agents of S.W.O.R.D. film continuation of the AoS TV series that would feature any of the legacy Avengers left alive after Avengers 4. I'd probably use most of the money convincing Feige to not be an asshole.

A billion dollars is a lot of money. 5-10 Hollywood films could be made with that money. I'd spend the rest on patching together the MCU and reviving Damage Control which would of course connect to Spider-Man Homecoming. I've always wanted make a horror movie where people actually get hurt, where the blood and violence and fear is real. Not like Saw, but more like a monster movie, where the creature is chasing the actors around and actually fucking them up.
I'd hire a small crew of people, and pay them all an insane amount of money to let me break thier bones and amputate fingers, toes, arms. There will be an emergency team of doctors and surgeons on the set at all times, the best in the world that money can afford, so the fingers and limbs and wounds could be immediately stitched back up and reattached.
As soon as your scene was over, you'd be awarded an even larger sum than you were originally paid, and live in the lap of pampered luxury for the rest of your life.

How much could I pay you if I wanted to cut off your finger? Break your leg? Stab you?

It's an episodic almost anthology type series about "the conspiracy" from multiple angles. The first episode would follow some fox mulder type digging into "the truth" only to find out its all true, especially the craziest tinfoil bullshit you can think of.
Each episode would kind of jump around to different people in different aspects and facets of the happenings. Have some x files type episodes, but from the side of the agents covering it up before anyone can find something out. Straight twilight zone episodes. Have that one agent that always seems to get assigned the really weird temporal and spatial anomaly cases and as the show progresses he just goes completely off his rocker but they can't get rid of him because he's the only one who ever seems to survive these things. By the end of the series he would be his own relative seven different ways thanks to paradoxes, evil doppelgangers, and time travel duplicates, alternative reality quantum douchebaggery, etc.

Just let the shit get really weird and go off the rails, do some really good and subtle world building and let the continuities build up from that.
Since reality warping, timeline fuckery, and parallel universes are an occupational hazard you've got a free hand to just tell your spooky/creepy/funny/weirdasfuck story.
You could rope in some decent established directors to do little one shots, and give newer directors a chance to be weird and get some exposure.
Maintain a semi regular rotating cast, but keep it flexible so you can put the FOTM guest star or cameo in there easily, or if you can land some prestige actor thats just interested in a chance to break type, or ham it up.
I figure you could maintain a formula of pleb bait episodes to reel the normies in, but use that to earn the right to get fucking weird and artsy fartsy to make the patriciabs and nerds happy.

It does allow for some angles or shots that are nightmarish to do by hand I'll give you that. I could never imagine something like the short "kid's story" from the animatrix as cgi. The angles are hard to do and the sketchiness is a part of the charm of trying to do something so hard.

I'd produce a docudrama series based on Plutopia but with scientific accuracy (Kate Brown can tell one hell of a human story but she has a high school-level understanding of nuclear physics).

If you haven't read the book, it's an account of the twin histories of the Soviet and American nuclear weapons programmes where the science is almost secondary to the human effort required and the horrors it unleashed from nuclear waste release into the environment.

I'd probably go to VCE since they are pretty well connected to that world.

The money means a creative vision/adaption unaffected by executive meddling or worries of popular appeal. It could be several hours long like classical epic movies such as Laurence of Arabia or Ben Hur. This aspect leads to her often being the savior of the team, when she has shown up later to a botched mission, or has been forgotten by a villain in their efforts to dismantle the group.

Their arrival is well received but draws the attention of Magnus former teacher, Dr. Morrow, who brings about foes such as Platinum Man, Missile Man and Chemo in a vain attempt to test his former pupil and prove the Metal Men are too flawed to be heroes.

It's a good effort, but I personally wouldn't even bother with Marvel Television. It's already too much of a dumpster fire and it's strained relationship with the MCU as a whole doesn't help.

TPTR is not Twin Peaks: it's a bland, sad, and pathetic attempt of self-celebration in the form of an artificial continuation of an unfinished old work. So old that you, the creator, can't even remember correctly. Ironically, at a metalanguage level, the topics of this reboot perfectly reflect what reboots per se are: concretely, a doppelganger, product of a creative void. It's not Cooper who is lost here, it's David Lynch himself. Maybe this is his unconscientious talking...

I will tell you one thing, /tv/: after watching the first episode I was actually deceived for a moment, as I thought it was going to be great; maybe it was going to be more in the direction of FWWM, but I was OK with that. But then, after episode two I started to realize what was really going on here. At episode three, I started to cry and almost turned off my TV, as I finally understood what was happening here: it was the dead of one of the greatest artists of the 20th century.

I would fund a complete tiered market franchise based on my original story idea, as only my insanity could bring forth such a complete and complex monolith entertainment entity.

The problem is the good stuff get dragged on to the point of being bad, and the innovate bad stuff gets canceled before it can be good.
Also you can never make everyone happy at the same time.

So the obvious solution is to break it down into parts, and do each part properly, with no additional parts added afterwards.

While the franchise would be original, and independent as it could be. I would take some core lessons Star Trek and Digimon, as both did some things very well. Star Trek worked hard to set rules, yes they didn't alway follow them, but they did far better then most. And Digimon for being crack level addicting by proper market targeting almost defining the cash grabbing gimmick. Star Wars and Marvel are kind of this, Marvel actully getting better at this, but they developed into it over a long time, by making and adding parts over time. My project would make all the parts and test secretly, and once done then slowly release it. Of course this would mean over a decade of behind closed door development and a huge investment the likes of which non would dare, but I got a billion dollars and humanity needs a uniting franchise.

So basically my goal is to bringing back the magic of Elvis, in a massive multi market Sci-Fi franchise that can survive in our new information age. (and of course that includes a side series of soild cyber punk)
