it's after The End of Time, this much is obvious. So far Simm's Master has regenerated in Utopia, then he came to Earth as Harold Saxon, then he died, then he got resurrected and got sucked into the Time War- there is no way to somehow squeeze this adventure anywere in this timeline.

What happened later is anyone's guess - we didn't see him regenerate and the Time Lords could definitely treat whatever happened to him during the failed resurrection in TEOT

Unironically yes. It has some bad episodes, but it's an interesting take on the Doctor Who universe and the characters are actually well-written and have good interactions.

The concept is basically, what happens when Doctor Who style shit starts going down, but the Doctor isn't around to help? I enjoy that perspective. If nothing else, the Children of Earth miniseries is fantastic, but I still do recommend S1 and S2.
