the best explanation I can come up with is that it contrasts well against the next scene which is serene and they're surrounded by nature, maybe to show why the character loves that place. but that explanation is just functional, it doesn't explain why there is nothing happening in the scene.
I have never heard anyone articulate why they like that scene. are you awed by your morning commute? is that also "emotional" for you? is it something going on with the character? or is it the actually driving footage that you like?
i've heard that tarkovsky put that scene in to drive away plebs basically, although don't know if that's true. but that seems like a perfectly valid interpretation of that scene as any
