I know you've been told it's katanagatari (some places have it as The Story of the Sword, but either way, same thing) but seriously, watch it.

Ridiculously high production value, actually surprising but not forced twist ending, great characters in general (though a few fall flat), and wonderful score. Overall one of the few 10/10 anime ever. It knows the story it wants to tell and tells it, without pretty much any filler or any scenes not directly driving the motivations of the characters or the plot.

I don't even know what show this is, but I think I agree that the 1999 version is better. The new version lingers longer on every action. making everything drawn out. Which isn't a bad thing. It's a stylistic choice that sets it apart from the older version. But I like that the older version gives a better sense of speed. It focuses on rapid actions, to impress upon the viewer that these are two super fast characters. The older version also fits more action into the scene, because it doesn't waste time lingering on a few actions, and instead has the characters perform more actions at a quicker pace. The older version also fleshed out character reactions more. Those shots of characters reacting to the action were all dynamically animated as well.

The Popeye fight doesn't have too many frames. It's just the style of animation heavily uses the stretch and squash principle, almost to a fault. Where actions almost feel "cushioned", because every movement needs to squish and bend and stretch.

I'm not an animation expert but let me interject for a moment here
What you're seeing is the extreme fluidity of each motion which is emphasized by most actions having a ton of clear lead-in and followthrough. In older times when animation was done by a couple of very talented people like Ub Iwerks working their asses off, perfecting these motions was not just a matter of pride but also doing their job to their fullest capacity. Not only is it more pleasing to the eye but it also works in the whimsy direction of the action which makes it especially more attractive to children. You have to remember the place of the animation industry in the market in the times Popeye was being produced, this is lighthearted comedy as it were.
