They probably did for the photo-ops. They realize that shit looked cool and getting photos taken required holding still for like an hour. So if they got their pictures taken, they wanted to make sure they looked their best in it.

But I bet in their day to day life. They simply wore pants, shirt, and some type of wide brimmed hat. The vest/coat/overcoat, and leather jackets were probably not worn all the time. No one can deal with 90 degrees being that overdressed for long....

Though this was before the days over deodorant and people typically went several days and sometimes weeks without bathing. In a formal setting a coat was a sort of body odor masker. It put another layer between your sweat and the open air. Coats were never taken off in a formal setting and always worn if women were present.

The trick is that many layers will create a microclimate, just like you layer up to stay warm in winter.

If you just put on a wool jacket you'll be hot, but layer that shit up and it's not /cool/ but it's not excessively hot either.

Those aren't top hats, and honestly a cowboy hat is really the best for a lot of intense sunlight and heat. Likewise boots are the best footwear choice when you don't know the terrain and you're going to be out in the desert/mountains/forest/fields. Boots offer a lot more ankle support, better snakebite protection (in those days, this mattered), and are generally a lot more sturdy than a shoe. This was before athletic shoes obviously so you pretty much had formal shiny footwear for church and business meetings and boots, nothing in between.
