I knew this was going to happen when I read he interview with Empire. Here's a direct quote from the article "...before Empire could get anything out of Leto, he had to decide if he should even pick up the phone:

If you know the Character of the Joker, you know he loves attention probably wouldn't tell the Gotham Gazette "Fuck you" and hang up, he'd most likely take the opportunity to do something he'd find funny like actually do the interview while masquerading as a 'victim' to Batman's violence. He might or might not kill someone, but it's probably what would happen.

TL;DR: Leto didn't understand the character, that's why he sucked.
