Simple. Most movies today are supposed to be franchise builders ala Marvel. Franchises keep their heroes, the villains are only used for one movie. From a suit's standpoint, spending time developing a villain is a time lost since he's going to die in the end of the movie. So the time is spent developing the hero instead and the movie suffers for it.

Another reason is the post-irony in which you can't have people hamming it up anymore without those gay winks at the audience.

He actually makes a lot of sense. Not a typical cookie-cutter villain as some would believe. His philosophy is basically why and how radicalized ideologies are formed. His oration and ability to hypnotize draws parallels to world leaders on the far right (Hitler) and far left (Lenin).

However, it's all for naught as Conan proves individualism trumps collectivist thought when he decapitates him.
