Twin Peaks isn't as good as Sopranos, obviously. It's too uneven, but the parts that were great, were really great. But the Eva is easily the best thing on there. The writing is a lot more tighter and it has a lot more ideas and much more thought put in the characters and visual direction in a much shorter frame time. Eva has scenes in the first episode, you'll understand only after watching the whole thing, so does Lain. Sopranos, Twin Peaks, Bebop or The Maxx do not.
