Venom is iconic since the '90s. He would sell action figures, shirts, mugs and any possible crap more than any other comic property villain, and Sony knows this. That's why they don't really care about giving away Spider-Man, as long as THEY own Venom.
Don't forget Avi Arad was working in the toy biz before becoming a producer and that's why he's shipwrecking this project since its inception: because the only reason he's still there is because he wants to fulfill his wet dream of a Venom movie selling merch like mad. The reboot existed solely to lead to that after a few movies (especially to rinse the bad taste that SM3 left) but now they don't have to worry about the pace anymore.
