It's great. Some seasons are admittedly much better than others but I don't think the quality ever dips that much. Jack is the heart and soul of the show.

The very concept of 24 makes every plan go wrong. It's not so much fillers but rather diversions: "we'll tell you this works" "now it doesn't work, we're fucked!" "she says she has a solution" "but someone in her department is an enemy, we're fucked!" etc etc i doubt that they were writing as they go, but they definitely try to make a plot maze even if we know Bauer will always "win" even if he's back in jail or fired or some shit
