I'd say The Maquis Part 1/2, those episodes give him the chance to run the gamut of emotions and motives once he and Sisko get caught up in the conflict. And it was one of the first times where he seemed to be telling the truth the whole time.

DS9 is not the best Star Trek series. Star Trek itself is not even the best sci-fi series out there. But Gul Dukat is the best character from the particular series of ST:DS9.

There's no Voyager characters in it, but it was written and shortly before Voyagers pilot as a way to introduce The Maquis into the Star Trek universe, along with TNG: Pre-emptive strike.
