It's a glorified Sheev bot, in both the literal and the internet sense of "bot".

Sheev had a bunch of contingency plans for how the Empire should be run in case he died. But instead of writing them down for the admirals to follow like a normal person, he recorded hundreds of hours of hologram video footage of himself talking into a camera. This included the plans themselves, but also lots of potential topics of conversation and replies to hypothetical questions people might have. Sheev then used this footage to program a rudimentary twitter-bot-esque AI.

Then, instead of just putting this in a hologram, he build a legion of robots with TV screen faceplates that walk around playing back the Sheev footage in context of whatever's going on with the moffs and admirals etc. The one in OP's pic is just a single SheevBot among hundreds.

There are rumors that Disney's eventual plan is to have one of them become sentient and "return" as Robo-Palpatine for the inevitable sequel-sequel trilogy a decade from now.
