Honestly, Arnie was not a bad idea to portray Freeze. Michael Ansara's performance in TAS was most notable for his robotic, almost inflectionless delivery and the accent. These are also two things Arnie was known for in Terminator. And he had the physique which allowed him to sustain that huge ass armor and be an olympic athlete.
And it's not like Arnie can't convey a tragic character nor would he be uncapable of doing those long-winded tragic monologues Mr.Freeze was known for in the show.

The problem is that WB absolutely demanded that Joel Schumacher make a toy-selling flick for toddlers and there was no way Mr.Freeze could be handled like that in the show, so they tried to combine bits of the TAS characterization with his old characterization.

It's not often discussed, but there's a facet of Lex's depiction that's about violating boundaries and not respecting "sacred" spaces. People ask why no one else had thought of using Zod's remains to access the remainder of the ship, but the truth is, it's not what methodical, respectful scientists would do. They'd take things slowly, working their way ever inward toward the heart of the ship, a sort of "holy of holies."

Lex is too arrogant and impatient for that. He makes straight for the genesis chamber, and he does so without even bothering to don the "ceremonial garb" of his fellow practitioners of science. Lex doesn't respect.

In Wonder Woman, Ares is an actual god, but even he chooses to manipulate mankind from the shadows. Why? I doubt it's because of his scheme. Maybe it's become dangerous to become a focus of human worship. Maybe it draws too much attention.
